Images to PDF
Turn photos and scans into a PDF — and mix in existing PDFs, arranged page by page.
Runs in your browser. Your images and files are never uploaded.
Photos, scans and PDFs in one file
Most image-to-PDF converters take images and nothing else, and most PDF mergers take PDFs and nothing else — so the everyday job of sending a filled-in form together with photos of the receipts it mentions takes two tools and a detour. Here every image becomes a page the moment you add it, and existing PDFs join with all their pages, so the whole set comes out as one document.
The file list sets the order file by file. For anything finer, switch to the Pages view: every page of every file appears in one grid, colour-coded by the file it came from, and any page can be dragged anywhere — a photo between pages two and three of a PDF, say.
Why your photos come out the right way up
A phone rarely rotates the pixels of a photo taken sideways. It stores them as the sensor saw them and adds a note saying which way is up, which every photo viewer honours and the PDF format knows nothing about. A converter that copies the image straight in produces pages lying on their side. This one reads that note, and turns those photos upright before placing them; photos without it are placed exactly as they are, with no re-compression.
Page size, margins and quality
With A4 or Letter, each image is scaled to fit inside the margins without being stretched, and centred; landscape images get landscape pages. Scaling only changes how large the image is drawn — every pixel of the original is kept, so zooming in on the PDF shows the full detail. "Fit to image" drops the paper and makes each page the shape of its image. Page size and margins apply to images only; pages from PDFs keep their own size.
Frequently asked questions
Are my photos or documents uploaded?
No. Images are decoded and placed on pages in your browser tab, PDFs are read there too, and the finished file is built there. Nothing is sent to a server, which matters when the images are ID cards, receipts or signed forms.
Can I mix images and PDFs in one file?
Yes — that is what this tool is for. Add photos, scans and existing PDFs in any combination; each image becomes one page and each PDF keeps all of its pages. Switch "Arrange by" to Pages to put a photo between two pages of a PDF, or to reorder everything page by page.
Does converting reduce the quality of my images?
Not for JPG and PNG, which are placed into the PDF byte for byte. The exceptions are phone photos stored sideways with a rotation flag, which are turned upright first, and WebP, GIF, BMP and AVIF, which PDF cannot hold directly and are converted to high-quality JPG or, when they have transparency, to PNG.
What page size should I choose?
A4 or Letter for anything that will be printed or submitted as a document — each image is scaled to fit the page without stretching, and the page turns to landscape for a landscape photo. "Fit to image" makes every page exactly the shape of its image, which suits a photo album or slides, where white borders would be wasted space.
Why was my iPhone photo not accepted?
iPhones save photos as HEIC by default, and most browsers cannot read HEIC. Convert it first with the HEIC to JPG converter, which also runs in your browser, then add the JPG here. Photos shared from an iPhone by email or messaging are often converted to JPG automatically.
Can I rotate a page?
Yes. In the Pages view each page has a rotate button; rotation is stored with the page rather than by redrawing the image, so nothing is lost. Photos with a rotation flag from the camera are already turned the right way up when you add them.
